A Directiva 1999/85/CE autorizava os Estados-Membros que o desejassem (cf. documento IP/99/1002) a aplicar a título experimental uma taxa reduzida do IVA a estes serviços pelo período de 1 de Janeiro de 2000 a 31 de Dezembro de 2002, posteriorrmente prorrogado até ao final de 2003, a fim de verificarem os efeitos de uma tal redução na criação de emprego e na luta contra a economia subterrânea.
Directive 1999/85/EC allowed those Member States that so chose (see IP/99/1002) to apply a reduction of VAT on these services for an experimental period from 1 January 2000 to 31 December 2002 (later extended to end 2003), in order to test the impact of such a reduction in terms of job creation and of combating the black economy.

Para ser bem sucedida, a estratégia deve combinar acções preventivas e sanções: simplificação das formalidades e da legislação; sensibilização acrescida do público para os possíveis efeitos negativos do trabalho a negro e da economia subterrânea; intercâmbio de informações e melhoria da comunicação; colaboração entre as autoridades; controlos e sanções; redução da carga fiscal sobre o trabalho. É essencial que todos aqueles que pretendem integrar a economia formal o possam fazer mais facilmente.
The optimal approach consists of both preventive action and sanctions: simplification of procedures and legislation; increased public awareness of the possible negative effects of undeclared work and the shadow economy; exchange of information and increased communication; co-operation between authorities; surveillance and sanctions; lowering the tax burden on labour. It is essential that, for those willing to be integrated in the formal economy, access be enhanced.
