The Resources Strategy will build on this and other work, including existing strategies and policies that are resource-related, such as the Thematic Strategy on the Marine Environment, [39] the Thematic Strategy for Soil Protection, [40] the Biodiversity Strategy [41] and the forthcoming Strategy on the Urban Environment.

Regrets once again the fact that the Europe 2020 Strategy did not satisfactorily include the gender perspective, and therefore calls on the Commission and Council to ensure that gender equality is incorporated in all the programmes, actions and initiatives launched under that strategy and to introduce a specific pillar for equality between women and men within the strategy, to consider the objectives of the future strategy as an aspect of the European Semester, and to insert a gender perspective in the country-specific recommendations and the Annual Growth Survey.

The project must represent an important contribution to the Union’s objectives, for instance by being of major importance for the Europe 2020 strategy, the European Research Area, the European strategy for KETs (10), the Energy Strategy for Europe (11), the 2030 framework for climate and energy policies (12), the European Energy Security Strategy (13), the Electronics Strategy for Europe, the Trans-European Transport and Energy networks, the Union’s flagship initiatives such as the Innovation Union (14), Digital Agenda for Europe (15), the Resource Efficient Europe (16), or the Integrated Industrial Policy for the Globalisation Era (17).

The ISS is one of them and it is closely linked with other strategies (either addressed in recent Commission's Communications or envisaged for the near future) such as the EU Information Management Strategy and the European Information Exchange Model, the strategy on the implementation of the EU Charter of Fundamental Rights, the comprehensive data protection strategy and the EU Counter-terrorism policy.

As regards energy policy – and this is a topic to which I should like to return, since it is at the heart of your report on the European Council – it is indeed the case that we need a single European strategy for it, and the first thing to be noted when we consider one is that the Member States decide their energy policy for themselves.

It is because the Lisbon Strategy committed the cardinal sin of not giving the Commission the responsibility for implementing, and being the focal point for, this strategy.

Instead, we need to replace the Lisbon Strategy with a strategy of European solidarity and sustainability.

This Strategy stresses that Member States should consider the impact of their national strategies on other Member States, the ways in which different Member States' national strategies can be mutually supportive, and the contributions such strategies can make to achievement of the objectives of this European Union Strategy.
